Can all customers who subscribe to Digital Phone get the Caller ID on TV feature?

No. Only customers with both Digital Cable and Digital Phone service and service can get this feature.

No. Caller ID on your TV does not interfere with the traditional Caller ID.

Will the Caller ID displayed on my TV be recorded if I am recording a program at that time?

No. Time Warner Cable uses smart technology to prevent this.
