Gail G. MacKinnon

Gail MacKinnon was named Executive Vice President and Chief Government Relations Officer for Time Warner Cable in 2008. Ms. MacKinnon reports to Time Warner Cable Chairman and CEO Rob Marcus. She oversees the company’s Washington, D.C. public policy office and is responsible for the company’s legislative and regulatory strategies.

Previously, Ms. MacKinnon served as Senior Vice President of Global Policy for Time Warner Inc., where she helped oversee all of Time Warner’s government, political and public policy activities in Washington D.C., working closely with the company’s business units as well as assisting in managing various trade association relationships.

Prior to joining Time Warner Inc., Ms. MacKinnon served as Senior Vice President for Government Relations at the National Cable and Telecommunications Association (NCTA), the principal trade association of the cable industry. In this capacity, Ms. MacKinnon was responsible for the strategic direction and day-to-day management of the cable industry’s outreach efforts to Members of Congress and the Executive Branch. She also oversaw the coordination of NCTA’s legislative objectives with its member company representatives and supervised the trade association’s relationship with outside industry groups.

Before assuming her position at NCTA in January of 2006, Ms. MacKinnon was Vice President of Government Relations at Viacom Inc. She joined the company in May 2000 after Viacom merged with CBS. At CBS, she served as Vice President, Federal Relations. She also served as Director of Government Relations at Telecommunications Inc. (TCI). In June 1994, she joined Turner Broadcasting as Director of Government relations, where she represented the company’s interests during Congress’s major overhaul of telecommunications legislation in 1996.

Ms. MacKinnon began her professional career in 1985, working nine years for U.S. Representative Jack Fields, the ranking Republican member of the House Energy and Commerce Telecommunications and Finance Subcommittee. She served as Legislative Director, advising Congressman Fields on telecommunications and securities issues.

Ms. MacKinnon was awarded the 2012 Vanguard Award for Government & Community Relations by the National Cable Telecommunications Association and is featured among CableFAX: The Magazine’s 2014 list of top power players in the cable industry. The same publication also routinely includes her on its list of the Most Powerful Women in Cable. She is a member of the Executive Committee of the Board of Directors of Women in Cable Telecommunications (WICT) and serves as chair of the Finance Committee. Ms. MacKinnon currently serves as a co-chair of Ford’s Theatre Society’s 100 Committee and member of the Polaris Board, a nonprofit, non-governmental organization that works to combat and prevent modern day slavery and human trafficking.

Ms. MacKinnon graduated from Georgetown University with a B.S.B.A. in marketing. In 2013, she earned a Stanford School of Business certificate in Executive Leadership, upon successful completion of the WICT Senior Executive Summit graduate level immersion program.
