Time Warner Cable participates in Lifeline, a government-assistance program that grants eligible individuals and households a Lifeline Credit of $9.25 each month on their residential phone bill. Depending on the state in which you live, additional discounts may apply.
A "household" refers to any person or group of people who live at the same address and share income and living expenses.
Am I Eligible?
You must meet all of the following requirements:
• You are a current or new Time Warner Cable customer or are willing to transfer your current phone service with another carrier to Home Phone service with Time Warner Cable.
• You do not currently have Lifeline with another carrier, or are willing to cancel your Lifeline enrollment with your current carrier prior to applying to Time Warner Cable’s Lifeline program.
• You, or a dependent, currently participate in a qualifying government program or meet income eligibility requirements.
• You must submit documents that confirm your program enrollment or verify your household’s earned income (wages, tips, etc.) and unearned income (child support, unemployment benefits, etc.).
What Do I Need to Do?
Are There Any Restrictions?
The Lifeline program is available only for one residential phone line per household. A household is defined, for purposes of the program, as any individual or group of individuals who live together at the same address and share income and expenses.
A household is permitted to receive Lifeline benefits only from one provider at a time (i.e., if you receive a Lifeline discount on your wireless service, you won’t qualify to receive another discount on your Home Phone service). However, you may apply for a TWC discount if you cancel your Lifeline enrollment with your current carrier and switch service to TWC.
Lifeline is a non-transferable benefit, meaning an eligible Home Phone subscriber may not transfer his or her benefit to any other person.
Lifeline is a federal-assistance program and willfully making false statements to obtain the benefit can result in fines, imprisonment, de-enrollment or being barred from the program.

What if I no longer qualify for Lifeline program benefits?
You are responsible for notifying us immediately if you no longer meet the program’s eligibility requirements by calling 1-800-892-2253.
